Thomas “Sonny” Santos is a Major with the Honolulu Police Department with over 25 years of service.
Major Santos holds a master’s degree in Public Administration and has also served as a lecturer with the University of Hawaii for the Public Administration program at the UH West Oahu campus. Major Santos is rostered a team leader for the Honolulu Incident Management Team (HIMT – type 3) and credentialed in the Incident Commander and Operations Section Chief positions. Major Santos is qualified and involved in teaching FEMA Incident Command System curricula including position specific courses for Incident Commander, Operations Section Chief and Liaison officer. Major Santos’ full time job with HPD’s Major Events Division, focuses on all hazards incident response to include training and policy review and implementation for multi-agency response. Current duties include citywide analysis of incident response capabilities and building on those capabilities with first responder agencies and key stakeholders. During 2020 and 2021 COVID-19 mitigation, Major Santos was activated by the HIMT and participated in leadership positions in Food distribution, COVID-19 surge testing and was assigned as an Incident Commander for vaccinations within the City and County of Honolulu. Major Santos continues to coordinate and teach ALERRT courses for first responder agencies and stakeholders within the State of Hawaii.
