Matt is the Chief of Training & Special Operations for the North Charleston (SC) Fire Department where
he is the Program Director for the Active Threat, TECC and TEMS programs. He is certified in
Infrastructure Protection and the Homeland Security Exercise & Evaluation Program (HSEEP) and serves
on the Area Maritime Security Committee-Active Threat Subcommittee, Berkeley County Active Threat
Workgroup and other emergency management roles. Matt is also a Maritime Enforcement Specialist in
the US Coast Guard Reserve where he has served as a Boarding Officer, deployed as an Agency
Representative (emergency management), serves as a TCCC and law enforcement instructor and is
currently assigned to the Shoreside Security Division of Port Security Unit 305 in Fort Eustis, Virginia. He
has been an EMT since 2002, is a certified personal fitness trainer, holds degrees in business
management and occupational safety & health and is a graduate student of Intelligence and Security
Studies at The Citadel. He is the owner of Kinetic Development Group – an emergency preparedness
consulting firm – and has presented regionally and nationally on topics to include leadership, resilience
and tactical decision making. Matt’s personal and professional evolution into this topic have been
driven by his involvement in four active threat events.
